２０１５年９月９日の「平成２７年９月関東・東北豪雨」時に鬼怒川が溢水・越水して、茨城県常総市で大水害が発生しました。国が自然堤防の掘削を適切に対処しなかったり、低い堤防を放置していたことが、水害を引き起こし、被害を拡大しました。大水害で被害を受けた私たち原告は、河川行政の過ちを今後繰り返さないためにも、行政の責任を問うこの訴訟が必要だと考えています。
