かつての沼津市長は、原告らが住む沼津市と駿東郡清水町外原区とが接する地域において、二度とごみ焼却場を作らないと約束し、住民との間で覚書を取り交わしました。しかし、現・市長はこの覚書を無視して、同じ地域に新しいごみ焼却場を作ろうとしています。このような行政の約束破りは、実は全国で相次いでいます。この訴訟は、行政に住民との約束を守らせるための訴訟です。 The residents of Sotohara-ku, Shimizu-cho and the mayor of Numazu once exchanged a memorandum of understanding not to build an incinerator on this site again.
