7周年記念イベント「CALL4フェス」へのご関心をお寄せいただき、ありがとうございます。
CALL4フェス内の講演企画「この世界で法は何をなしうるか」（9月6日17:00〜19:00）の内、国際刑事裁判所所長・赤根智子さんによる講演パートについて、国際刑事裁判所を取り巻く状況の変化により関心が高まっていることから、より多くの方に赤根さんの声を届けられるよう、同時ライブ配信の実施を決定しました。
あわせて、現地観覧席（全100席に増席）は混乱を避けるため、元東京高裁判事・太田晃詳氏の講演も含めて予約制とします。予約で満席の場合は立ち見（先着順・会場が満員になり次第終了）または同時配信でのご案内となります。

【講演概要】
「この世界で法は何をなしうるか」
日時：2026年9月6日(日) 17:00〜19:00（※各講演45分＋質疑応答15分を予定）
煽られた感情による分断や一方的な力の行使が世界を覆いつつあるように思えるこの社会で、法や司法が果たし得る役割とは。40年弱もの間、一つひとつの裁判を通じて法と人間に向き合っていた太田元判事と、戦争犯罪などを裁く国際刑事裁判所の所長として法の支配の擁護に尽力する赤根智子さんを迎え、私たちと法をつなぐものを考えます。

画期的とも思える判決はどのようにして生まれるのか。法が定める要件事実と証拠からそのまま導き出せるようにも思える裁判を、AIでなく人間が行う意味はどこにあるのか。請求棄却判決が続いていた旧優生保護法違憲訴訟において「著しく正義・公平の理念に反する」と初めて請求を認める判決を書き、最高裁違憲判決への流れを作った太田晃詳元判事。実は小さな民事裁判の担当から、はたまた国を被告とする訴訟で国側の代理をする訟務検事も担当をしていたこともあります。事件の規模や立場に関わらず、人間と法と社会をつなごうとしてきたそのご経験をお話しいただきます。

「われわれはいかなる者からの圧力にも屈しない。」ウクライナやパレスチナでの犯罪についてロシアのプーチン大統領やイスラエルのネタニヤフ首相らに逮捕状を発付するなど、国際社会における最も重大な犯罪の不処罰をなくすことを目指す国際刑事裁判所（ICC）には、近年その存在及び活動を快く思わぬ米国やロシアといった大国から強い圧力がかけられています。しかし、日本人として初めてICCの所長となった赤根氏は、冒頭のように司法の独立を力強く宣言し、国際社会における法の支配の最後の砦足らんと日々奮闘されています。国際的な法の支配の危機と、それを守ろうとする人々。私たちには何ができるのか。オランダ・ハーグの地から、オンラインでお話しいただきます。

Regarding the lecture segment by Tomoko Akane as part of the CALL4 Fest lecture series titled “What Can the Law Achieve in This World?” (September 6, 5:00 PM–7:00 PM), we have decided to conduct a live stream of the event so that we can reach a wider audience, given the growing interest in the changing situation surrounding the International Criminal Court.
Additionally, to avoid confusion, on-site seating (expanded to a total of 100 seats) will be available by reservation only, including the lecture by Mr. Akira Ota, former judge of the Tokyo High Court. If all reserved seats are filled, attendees will be directed to standing room (first-come, first-served; available until the venue reaches capacity) or the live stream.

“What Can the Law Achieve in This World?”

In a society where it seems that divisions fueled by stoked emotions and the unilateral exercise of power are taking over the world, what role can the law and the judiciary play? We will explore what connects us to the law by welcoming former Judge Ota, who has engaged with the law and humanity through each and every trial for nearly 40 years, and Tomoko Akane, who, as President of the International Criminal Court—which adjudicates war crimes and other offenses—is dedicated to upholding the rule of law.

How do rulings that seem groundbreaking come about? What is the significance of having humans—rather than AI—preside over trials where the outcome appears to be directly derivable from the statutory elements and evidence? Former Judge Akira Ota wrote the first ruling to uphold a claim in the lawsuit challenging the constitutionality of the former Eugenic Protection Law—a case that had previously seen a string of dismissals—stating that the law “significantly violates the principles of justice and fairness,” thereby paving the way for the Supreme Court’s ruling declaring it unconstitutional. In fact, he has served not only as a judge presiding over small civil cases but also as a litigation prosecutor representing the government in lawsuits where the state was the defendant. Regardless of the scale of the case or his position, he has consistently sought to bridge the gap between people, the law, and society. We will hear about his experiences in this regard.

“We will not yield to pressure from anyone.” The International Criminal Court (ICC), which aims to end impunity for the most serious crimes in the international community—such as by issuing arrest warrants for Russian President Putin and Israeli Prime Minister Netanyahu regarding crimes committed in Ukraine and Palestine—has in recent years faced intense pressure from major powers like the United States and Russia, which view its existence and activities with disfavor. However, Ms. Akane—the first Japanese national to serve as Director of the ICC—has forcefully declared the independence of the judiciary, as stated at the outset, and strives daily to serve as the last bastion of the rule of law in the international community.
