As part of its high-profile policy, “Project for Spinning Education Toward the World”, Bunkyo City is promoting International Baccalaureate (IB) teacher training. However, there has been insufficient explanation regarding the project's necessity and effectiveness. Furthermore, the administrative process involves points in dispute such as no-bid contracts with a supplier who has personal ties to the mayor. This public lawsuit aims to correct opaque administrative procedure and to ensure both transparency of municipal governance and specialty of education.
