第38回 東京弁護士会人権賞を受賞いたしました

CALL4は、第38回 東京弁護士会人権賞を受賞したことをお知らせいたします。
東京弁護士会人権賞は、東京弁護士会が1986年に人権の発展、定着に寄与することを目的に制定し、人権擁護活動に尽力した個⼈、グループ、団体に贈られています。
この度、CALL4のクラウドファンディングや公共訴訟の背景となる社会問題や原告・弁護団など当事者のストーリー制作、ウェブサイトやSNS等を通じた情報発信、ウェブサイト上でデータベース化された公共訴訟の資料や期日情報の公開、定期的なイベント活動などが、人権をめぐる様々な課題に取り組むことを可能にしたと評価され、受賞に至りました。

東京弁護士会よりコメント
これまで東京弁護士会の人権賞は、具体的な人権侵害にさらされている当事者やその支援組織の活動に注目して授与されてきました。しかし、CALL4の活動形態は、原告である市民を支援するプラットフォームを通じて、より多くの個人や団体が、原告や弁護団を間接的に支え、最終的には活動の果実を同様の問題を抱える市民が共有することができるようにしている点で、市民の手による社会形成の可能性に向けて明るい展望を与えるものであり、このような活動もまた人権賞に相応しいものと言えるでしょう。人権賞選考委員会はCALL4の以上のような活動実績を高く評価し、東京弁護士会人権賞受賞団体に相応しいと判断しました。

民主主義を支える、この社会を変えていく方法として、立法や行政がすぐ思い浮かぶと思うのですが、司法にも違憲立法審査権というそのための強いパワーが与えられています。本来であれば、司法もまた社会を変えていく原動力として使われていくべきものなのです。
しかし、日本では公共訴訟は圧倒的に不活性です。日本で司法が活用されていない理由には、リソース不足の問題が大きいと考え、そこを市民と司法を結びつけるウェブプラットフォームを作ることで解決できないかと我々はCALL4を始めました。その取り組みを人権分野にとっても意味のあることと評価されたことを嬉しく思っています。

CALL4 is pleased to announce that we received the 38th Tokyo Bar Association Human Rights Award.
The Tokyo Bar Association Human Rights Award was established by the Tokyo Bar Association in 1986 with the aim of contributing to the development and establishment of human rights. It is presented to individuals, groups, and organizations that have worked tirelessly in human rights advocacy.
On this occasion, CALL4's efforts, including crowdfunding and the production of stories related to social issues and the plaintiffs' and legal team's backgrounds behind crowdfunding and public lawsuits, information dissemination through websites and social media, the creation of a database of materials and deadline information for public lawsuits on the website, and regular event activities, were recognized. These activities were evaluated for addressing various challenges related to human rights, leading to the award.
*Note: CALL4 is recognized as a "web support platform specialized in supporting public lawsuits" in Japan, based on a self-survey conducted by lawyers in September 2019.

The Tokyo Bar Association's Human Rights Award has traditionally focused on the activities of individuals and support organizations addressing specific human rights violations. However, CALL4's approach, supporting citizens as plaintiffs through a platform, enables more individuals and groups to indirectly support plaintiffs and legal teams. Ultimately, the results of these activities can be shared by citizens facing similar issues, providing a bright outlook for the potential formation of society by citizens. Such activities are deemed worthy of a human rights award, according to the Human Rights Award Selection Committee, which highly values CALL4's achievements.

Comment from the Representative Director, Motoki Taniguchi:
As a method to change this society that supports democracy, legislation and administration immediately come to mind, but the judiciary also has a strong power in the form of the power of constitutional review. Ideally, the judiciary should be used as a driving force to change society.
However, public lawsuits are overwhelmingly inactive in Japan. We believe that the main reason for the underutilization of the judiciary in Japan is the significant issue of resource shortage. To address this, we started CALL4, aiming to connect citizens and the judiciary through a web platform. We are delighted that our efforts have been recognized as meaningful in the field of human rights.
